From personal experience, I'd say any Linux distribution. The packaging and the quality of the terminal and bash makes development a lot easier. Also, Linux is known to be faster in performance than Windows, not so sure about MacOS though.
However, it all comes down to the preference of the programmer. Check out all the systems and see which one suits you the most.
