JavaScript is the interaction between the user's computer and the website itself. you can get, send and relay information and create something interactive. This is the "front end" language. PHP, is a server side (back end) language. This can deal with databases (maybe? that's usually SQL), storing and retrieving information. So, what you get from JavaScript gives you more interaction functionality, and PHP provides something more data driven. You don't HAVE to know both, but I suggest starting with JS. Please note I don't use either of these languages so I might not be the most qualified, but I do have a general idea on their capabilities.
