Maybe you mean manage serial port? or i/o in general ( parrallel port, usb, and so on... )?

I've linked the two questions... and don't first think to command in meaning of terminal, but in meaning of electrical ^^
But I still have a little doubt about the context of "command" ;)

Sorry: I think I've use "terminal" instead "shell" ( the first is the french trad' of the second ^^ )...
Maybe look at functions system(), ShellExecute(), or exec() family?
