You can head over to places like Kickstarter to try and promote yourself into getting funds. We can direct you to great devices and advice, but not supplying funds.

you do not need a good laptop. A used pc will do, There are places in Nairobi where you can get cheap 2nd hand electronics. when you feel like upgrading you'll be able to do so in steps, memory, ssd, graphics card... a laptop doesn't provide such flexibility and if you are starting and on a budget, is better to think twice how you spend your money. hope it helps

@Ben Namor As Seamiki said, you can accomplish web development tasks on minimal type of machine, so you'll have more options for what you can do. Although I agree about the upgrading aspect of Desktop computers, you can't compare a desktop to the mobility of a laptop and how easy it is to work from anywhere with a laptop, so that's also my preferred method and what I use as well. Since you're on a budget, if it comes down to it, get a cheaper laptop and you should be just fine until you gain additional funding later on with your work. I don't know pricing for other parts of the world, but a $200-400 laptop would be able to easily accomplish web design tasks. Anyways, I wish you the best with this and I did what I could to help get you started with your goal. I didn't have much to spare, but maybe it'll help you reach your goal. Best of luck to you! *edit* If you look at the link that Vlad Serbu posted, it's a great example of a cheap laptop that's more than enough to do web development from. It's only $110, so you may be able to get to that goal much sooner, and then you can upgrade later once you're making more money.
