They were used in prehistoric times to create multi-column layouts, display a page in another, save bandwidth, etc.

It's not possible. <frame> is an empty element. Please note that frames are unsupported in HTML5, and they may crash mobile browsers. So, you had better not use them.

Oh but here are only frame tags which are used. I would have liked some other tags such as <table> to be used along the frame tags and this I think is a little bit difficult task.

it is actually practically not possible to use any other tags such as table tags along with frames...
