what does that mean?

Precedence can be thought of as priority. Something with high precedence is completed before something of low precedence. The order tasks are completed in can be important in programs, so knowing about the precedence of operators is vital.

It seems to be the case. Perhaps they can be used to eliminate need for parentheses in some cases. Or improve readability, if precedence isn't a worry.

so "and" and "&&" have different precedencE YET same actions?
