At least where I work: Software Engineer - Job title - expects a college degree in computer science or equivalent. Software Developer - job description - a person who can develop requirements, design, write and test code. Programmer - this term is not really used.

A software engineer has a degree and is expected to understand (and seek experience in) not only programming, but also other roles contributing to the delivery of a solution (ef software architecture, best practices, project planning, testing ...).
