When you want to make your site mobile friendly you should set elements width as %.

This is from my sololearn project

.form {
width: 370;
margin: 0 auto;
padding: 10px;
}

@media (max-width: 370px) {
.form {
width: 100%;
}
}

See how my form class default size is 370px.
And when the browser width and the form width are the same it change it to 100%.
That’s what responsive design is all about.

You don't use php in web design.
php works "behind" the website which means that users cant' really see it.
Designing a website is front end programming and php is back end.

You make your form look beautiful with html and css but php is handling all the data that use submit and saves it to database.

Because php is server side language it can access you files on your pc or your web server
