If we delete a file with ruby.Can it be returned back?

I am asking this question because in last days i have seen some powerful potential in ruby for making malware like shutting down computer or ending system tasks and bombarding Kernel bridge without permission(on WINDOWS).When i delete a file it wont be in recycler but will it be saved with a professional programs like Recuva and file savers etc.?
