I think web development in a simple way consists of web design and web programming, the designers are mostly involved in planning, testing, and implementing graphical looks of the web, aesthetics, and easy navigation of users inside their website. The designers' concern would probably be to have people attention, and for users to at least like the looks of the web, and at most make users fall in love with it, well chosen font, style, animation, and colors are among which considered, other than the content of course. The programmers on the other hand, have different views, these people are more concerned about how fast and efficient the network resources can be utilized to transfer data back and forth, how features can be implemented without or with minimum incremental download time, how database tables and queries are optimized or things like that, basically they focus on the data processing rather than data presentation. I guess that's about it, I may misunderstood some points or concept, but roughly that's the idea. Combined together, designers and programmers, they make a good website. Hth, cmiiw
