React is JavaScript library, and Bootstrap is just CSS framework.

React is it different thing and boostrap a different thing. Bootstrap is based on CSS framework whereas react is based on javascript or core javascript. Boostrap is easy to use whereas react language little bit hard because is based on javascript therefore you need to learn basics of javascript with Dom structure back on boostrap is awesome great framework and famous for is easy to use implementetion.
