The level of complexity of the code to handle an algorithm will depend on the programmer(s) and the level of knowledge and comfort with the language used. For each language a noob could easily write something that looks complex whereas someone experienced could make it look simple, and each would end up with the same result given the same input.

Not just for Tower of Hanoi, but overall with any project/algorithm.
