Tips for buy C++ books?

Someone had read or know the books "programming: principles and pratice using C++" or "effective C++: 55 specific ways to improve your programs"? What do you think about this book for a beginner like me? I'm following a C++ tutorial in youtube and using this amazing app. But I wonder if buy this book is useful and interesting, since I have a sale in Amazon. Have pity for my inexperience and thank you! :)

I have read "Accelerated C++" which is very good although it's for C++98 as a beginner book and I'm currently reading "The C++ Programming Language" from the inventor (Bjarne Stroustrup). It covers everything you need to know and turns intermediate programers into pros. Note that it covers at least 1200 pages.
