Why haven't my friend's windows 10 updated since 2015?

My dude has an ultrabook, and if I check the windows version, with the winver command, it writes the next:
Version: 10.0 (build: 10240)
2015 Microsoft Corporation. All rights reserved.

It's 100% legal (a system administrator was installing it). Why hasn't it updated automatically?

You can download Windows 10 creators update and run on that laptop you want to upgrade
It worked for me, I have much older than his laptop.
