How to convert from Voltage data value to NTU (Nephelometric Turbidity Unit) value?

NTU concerns to fish pond turbidity water quality.

What does each unit concern (ex. Power, pressure, etc.)? If NTU concerns water quality, then my best guess is to take a power source with a specific Voltage, put it in cups of water with different qualities and see what happens (ex. Voltage is increased, check for resistance.). Try to find a proportion based on the units, and try to find the conversion factor. Try looking at this:
