Generally, you can write your SQL scripts in any decent text editor, better if the text editor supports syntax highlighting though, you can also do your own research on Google search, or Play Store for Android, and find which one suits you well, it is hard to mention one in particular, because there are a many branches to the language, vendor specific features etc.

P.S. I see you tagged phpMyAdmin, supposedly you are using MySQL, that web based tool is one of the most used tool, because it needs zero installation.
