Tons of courses on Udacity where you can learn ML/ANN (Deep Learning). Courses are not tough. If new to ML, better start with the course "Intro to Machine Learning". Most of the courses are in Python. And that recommended course uses scikit-learn library. Just need to know basic statistics, probability and linear algebra. Good luck :)
