Yes it is. Because most of their websites doesn't even have a DDOS protection. Here you can see a North Korean website that is almost down for ddos attack. But many times it works too. It is not working for me anymore at this moment. http://www.korean-books.com.kp/ You should use a VPS with strong password and install some Kali Linux tools in it using Katoolin or just use any DDOS script that allows to use proxys to take down their websites.

It dependse on how good they are protected, but it's probably possible. But I have one question. Why do you even want to hack those?
