Google offers Free Tutorials on android developement. The Android Studio is a free download and the tutorial walks you through everything. I have been learning android myself using android studio. You need to be familliar with Java as well as xml to do cool projects but making an app. to display some text is pretty easy. The studio has an emulator to create a virtual device on your pc so you dont have to risk experimenting on your actual device.

Udacity is also another good place to start, I use their tutorials too. They explain Java in a way I understood easily

Yes it is free for the tutorials but if you want the certification you have to pay.
