if you mean, how is it interpreted to the user the browser understands the tag (codes to make a static site) but for a dynamic site you need xtra web services to handle backend or server sides codes ( codes that are not visible to the user browser but already interpreted) like PHP etc to do that

Static pages are pages that the content are not meant to change, eg lets say your contact details page on your contact page and if you are doing a dynamic website like a shopping site where you sell goods and services, as you have new products that you want to add to your website, those contents are dynamic because you can change them again with time.
