From where you try to download it? Google play? have you tried to download the * .apk installation file directly to you? for example, from here? https://www.apkmirror.com/apk/iiec/pydroid-3-ide-for-JUMP_LINK__&&__python__&&__JUMP_LINK-3/pydroid-3-ide-for-python-3-5-00-release/pydroid-3-ide-for-python-3-5-00_arm-android-apk-download/

If you want develop with python on your mobile device, you have many alternatives (at least on android)... One of my preferred is install a linux environment emulator and install python on it... Search Userland on play store

if you cant download pydroid, try using the dcoder. it is a similar program. link to it I sent you above

Exists QPython too as app on android but its old and probably not maintened... Anywhere, i suggest you again to check for userland if you have some basic linux knowldgments... I used it to install and run python, node, rust and few others... Its more hard to setup but you can benefit from it in different ways
