I think it's not necessary to use elif statement.
Please read the task once.

why are you including 39 when it's 40 their, write 40 their or just more than 39
and why include 59 because 59 is between 40 and 60 so it will say normal
write just more than 60 instead of 59
if out > 39 and out <=60
elif out > 60 and out <=200
