I believe there is also option of using "juypter notebook" for Python. It's a open-source software. You don't need to download. Every project you work on are saved in juypter notebook and on your computer.

Depends on your necessity. Do you want to just learn working with Python? Then just a low end PC can do. If you want to do game development with Python? Then you need a PC with good RAM, processor and memory. It really depends on what kind of programming you wanna do with Python
