Can i make a functional web-page like this?: HTML = Structure(images, forms, headers,logos,etc) CSS = style layout(colors ,text style ,borders,etc.) JS =interactivity(drag and drop,form validation, alerts,etc.) PYTHON("¿CAN I USE PYTHON FOR MY BACKEND SERVER OR IS PHP THE ONLY ONE FOR WEB BACKEND?")

Yes you can use Python for your backend. There are modules like "Flask" or "Django" to do so. You can make a website as you described it, yes.

Yes you can use python for your back-end server because it is easier to learn than java/c++
