Running Mac OS X on VirtualBox on a Windows Computer for Swift

Im new to coding, and I have a windows computer. I want to get into Swift, but it says I have to get a Mac running OS X to create apps. I just spent almost a grand this Black Friday for my custom built beast, so I’m a little broke to buy another computer. I was just wondering if I could just run a virtual machine version of Mac on my windows computer and download Swift, Xcode or whatever I need on the virtual machine. Thanks.

It is possible, however it is against the MacOS license
