Learning Management App

Question

I would like to develop learning management application. Like admin role user can add course, material content in video, pdf,image etc.. And course assign to the employee for particular organization. And employee will enroll the course and continue learning and employee learning history, forum discussion, credit based on activities etc... maintain.

Employee login portal similar to "Solo Learn" app.
please suggest if any free open source available based on learning application. Solo Learn developed in which language? Solo Learn application UI design code is available to Learning purpose. Is any sample bootstrap and Jquery code available similar to Solo Learn learn application? please suggest me.
