Which coding language should Ilearn to make an Android app of dictionary?

Java is the main language to make Android apps but you can also try Kotlin which is like Java but much less verbose

PHP is a server side language used on the web. But if you want more choices you can use C and C++ but I'm not an android developer so I don't know how that works.

nope I don't think you need to learn PHP ..as it use mostly in web designing and server..no need to learn php
