Robotic vision implementation to identify road signage ? Needs of languages framework !

I want to implement a robotic vision program to identify roadside signages for an application. I know openCV is a vision library written in C, C++ and python. Also transport challenge organizing bodies can provide data for testing and verification purposes. Can you guide me how can i organize a program and what all languages frameworks i need to leverage ?
