How can I do a localhost on my pc or android?

Question

I were using pgAdmin to study SQL but I can't just open a server to testing. It says that cannot connect to a server. Can you help me what app or software it's the most simple to I study SQL? Or how to solve the pgAdmin problem (yes i've searched at google so bad). Or just create a local host?

I'm starting study now, so sorry for terms mistakes

If what you need is a localhost look into LAMP or WAMP servers. They are easy to set up and there are tons of tutorials on them. Node js also opens up a port to access localhost.
