I’m a big fan of Ruby. And for needing web framework, it’s optional and up to you. you can make a site without web framework.

HTML is the best PROGRAMMING language for web design and development. It is made great because it’s basic but also has lots of other languages that support it (like CSS, JavaScript, jQuery, PHP, and lots more).
