HTML and JavaScript is good and don't use phone gap just download Cordova it's open source and support all plugins then compile your game .

learn Java first if you want to be an android developer

javascript is very easy but for android I prefer Java because you will find a good documentations and resources for android using java

Actually both ideas seem interesting. :D
but I'll stick with js.
in my opinion html would make game compatible in many devices and also I'd be able to host it online, and that's what I want.
