You can use any Linux distribution. Almost all of them should have Python already installed. Some older distributions only have python 2, but installing python 3 is usually really easy.
If you're looking for a good and stable Linux distribution, I recommend the latest Debian or ElementaryOS (based on Debian/Ubuntu with a beautiful user interface).

I like Mint more than Kali Linux tbh.
Arch Linux is good for the hardcore learners, because you have to compile a LOT!
