Can I Program Swift on Windows

Please tell me because I can't buy a new Apple device

Short of stuff like VMs, Hackintoshes and less-then-optimal 3rd party solutions, I don't think so, but why would you want to? Swift is only useful when programming for Apple devices. If you are looking to buy one in the future and get some practice you can program on the web, on https://repl.it
