For learning more about forms, databases, and other client/server coding tasks, what language should I work on next?

I have a fairly firm grasp of HTML and a little experience working with the basics of CSS. Now I'd like to learn how to code things such as subscriber forms for email newsletters, forms for clients to create profiles then login to a website, or any other ways a website might need to be used to capture client data in a form. Thank you in advance for any advice you share!
