tic tac toe game doesn't require high power provided by C++, so Python is enough, easiest and quickest to code one...

Anyway, nobody can say that << C++ can ONLY design high end games >>: who can the more can the less... but it would be like take a Ferrari to go buy bread :P

I think it's depends on you. Whichever you are comfortable with, can be easier for you to write.
Besides, Python is a high-level language and c++ is middle-level.
