Ya, all most popular browsers (chrome, ie, moz, opera) understand html5. But... Maybe You have to redesign old site version. So You are to modify html from frames to html5 edition.

yes because this is a HTML not HTML5 or HTML3 there other ways and more advanced ways but the numbered ones are new gen

Frames were taught in this course, because some web sites still use html4 so in order to understand their code frames must be learned.
