If you know them well enough you could become a web designer and create web pages for people. Probably want to look into Javascript as well though. There are tons of average Joe's out there with small businesses that need a website.

If you have a good idea for a website you could create it and try to make money that way.

With css and html only will get You nowhere, You learnJS aswell, that will make You a front end dev.
