How is php,html,js,and,css be combined in XAMPP ?

XAMPP has nothing to do with combination, all the combining stuff is done by hyperlink.
HTML/PHP files are used for writing structure. They can refer an external stylesheet and external JS file.
XAMPP is software stack required to Run some server stuff like PHP, mySQL, etc
