<hr/> horizontal row is seperating the contents or texts not underlining then . u culd also use css to meke over lines and under lines to other html elements u can disabel the underlin on <a... and <u... whit css to if lihe or chance the styling form line to dotted or dashed

"hr" is adding a horizontal break that includes a line. It has nothing to do with the actual text itself. If you want to add an underline to any text element, you can use inline styling or CSS: "text-decoration: underline" if you use inline styling you simply put <TAGELEMENT style="text-decoration: underline"> My text here </TAGELEMENT> where TAGELEMENT is what ever HTML tag you want to use (ie: span, p, div, etc.)
