there are quite a few peogrammimg languages that would enable you to do that, from Python to C++, from Visual Basic to Visual C# as well as Delphi. You can get the home developer version of Visual Studio for free on the Microsoft site, which you can use C# for. Alternatively, Azureus enables you to use Delphi (Pascal) to deploy applications
