what's the difference between a web designer and a web developer?

hello guys!!! I hear most people say they are web developers but not web designers, and you will also see a web designer claiming to be a developer.. can you help me differentiate both? Is there something one is lacking and the other isn't????

designer is all about style, while developer is all about development and functionality.
basically, the designer provides the developer with work

Designer provide user interface & user experience, they create mockup/wireframe
Developer on the other hand, handling the logical part on how things work & put the output needed to the design
