Can Android Browsers Fully Support HTML5

I want to know that, are android default browser and chrome on android fully support HTML5

Nope. Nobody supports entierly HTML5, not even desktop browsers (just look at Firefox which doesn't support input type="date")
But most things are OK, if you make an HTML5 website it won't be too bad on mobile, if you are not too bad with CSS of course.
