It's like comparing football and basketball balls and asking which one is better. Better where? Programmer create software while hacker search for security issues and/or ways how to break it. Both have common technical knowledge at some point but their skills are still different and knowledge is used in different ways to achieve different results. You can't hire a software developer who is specialized in, lets say, C#, as a penetration tester. Same you can't hire a hacker and tell him to create software. Things just wouldn't work out.

Well, the things that each does are quite a bit different, but if both were in a high pressure situation, probably the hacker would handle it better

A Programmer is someone who can solve problems by by manipulating computer code. They can have a wide range of skill levels—from just being “ok” with basic scripting to being an absolute sorcerer with any language. A Hacker is someone who makes things. In this context, it’s someone who makes things by programming computers. This is the original, and purest definition of the term, i.e., that you have an idea and you “hack” something together to make it work. It also applies to people who modify things to significantly change their functionality, but less so.
