So I find it pretty difficult to read the problems on code chef and know what it is they are asking for. Is there a site that breaks down how to go about it?

yeah take the '30 days of code' it helped me a lot to understand how to write code.

Use Hackerrank if you are a beginner and take '30 Days of Code' course. It will help you to understand the environment of such websites.
