Designing states the look and feel of the webPage. In short UI of the webPage is Web designing. HTML,CSS is used mostly. Developing is how you interact between those webPages, Functionality of the webPage or WebApplication is done with development. JavaScript is used mostly.

Designing is deciding how the page will look and behave. Developing is writing the code to reach that design.

Same as with any game. A game design plans out the game, maybe even creates and tests a prototype on paper. Game development is programming or manufacturing the game whether digital or physical, creating it for mass audience instead of just in the designer's head. This can be a looping process done by one person as is the case for Tabletop or a single run like some less well funded programming teams must do once expensive programming starts. So to save time with web development, do some pencil to paper designing to plan out your goals. And once you program, test it out yourself first. Many, many, many times, from every page, to every link, to every image. The more you go into development the more solid and finished your design should have been, outside of programming realities that your paper designs will clash with. Many comments on web development are quoted in game development books. Lots of similarities.
