when someone says web designing , is he referring to HTML/CSS coding or there is something else ?

Web development isn't mean only to HTML and CSS, Web development refers to the programming languages that may be used to create web pages whether the pages are created on the ground of HTML,CSS or JS,ASP.Net etc..

base of programming language because everyone starts learning web designing from html. Html is simple but, mostly used language.
There are many languages and their uses are different. If you want to design website then, you have to learn mostly html, html 5, CSS, JavaScript, PHP, CMS, jquary.
