It is indeed friendly if you respect it.
By this I mean:
Do a search first to see if a question similar to yours has been asked before.
Do some research into your problem yourself and show that you have done this in your question.
State your question clearly and concisely & provide code examples which demonstrate the issue you are having.
Do these and your questions should be answered by various experts.

More seriously, it is not really user friendly if you want to post things there, but it is soooo useful when you search for something
