okay, first thing you'll have to do is to learn all the basics of java before you can start programming in java. When you have good knowledge of the basics, you'll be able to do some coding on a console and explore some libraries. when you have done that you can start learning more advanced java. Since you want to build apps for android, go search for 'android studio'. here you will find tutorials and a platform to create android apps.

There are also books you can buy online that can learn you to program. but I think learning English will be a must. I myself don't speak English originally.

But for being able to code, you don't need to have advanced knowledge of English. The only advantage it could have is that you would be faster in learning and understanding it
