Hello Mohammad! Your question is a bit tricky as almost all programming languages are improved to be cross platform. One that can do all you said is Python. I do not like, nor use it but people say it's great for a web server and it can run on any platform with python installed. C# is a great alternative and some people would say Java but I would tell you to try it yourself and see which language fits you best.
