Difference between single quote ('), and double quote (")?

For example in python I can use both single and double quote...

actuary it depend of your syntax on language programing you do but in c base language ' for char but "" for array of char//also string STL
ex:
char a= 'b';//also u can use "b" :)
char f [6]= "hello"; //string f= "hello";
